NEW DELHI: The Municipal Corporation of Delhi has withdrawn a circular issued in January this year blacklisting and barring non-governmental organisation Sulabh International Social Service Organisation from bidding for tenders of the local body. Counsel for the MCD informed the Delhi High Court about the withdrawal of the circular on March 8 in response to a query about it by the Court on a petition by Sulabh International challenging the civic body's decision. Sulabh International had challenged its blacklisting on the ground that the civic body did not hear it before taking the decision and thus violated the principle of natural justice. While informing Justice S. Muralidhar about the withdrawal of the circular, counsel for the local body said it would issue a show-cause notice to Sulabh International within one week from March 8, enclosing therewith all necessary documents related to the blacklisting of the petitioner. The petitioner would be given three weeks to file a reply to the show-cause notice thereafter, counsel said, adding that it (petitioner) would be given a full-fledged hearing and a reasoned order would be passed within eight weeks of the conclusion of arguments on the notice. The order would be communicated to the petitioner within 10 days of pronouncement, counsel submitted.
