CHENNAI: The Chennai Corporation's budget will be presented before the Corporation Council on Monday. Mayor M. Subramanian will outline the budget proposals and the Chairperson of the Taxation and Finance Committee, Radha Sambandam of the DMK, will read out the financial statement. A discussion on the budget will be held on Wednesday. With the election process slowing down some of the development projects, the budget document is likely to show that the expenditure was not as planned in the 2006-07 financial year, officials said. This means that allocations have not been spent fully for many projects. The announcements made by Local Administration Minister M.K. Stalin for the Corporation in last year's State budget are also likely to be taken up and the process of calling for tenders will be initiated, sources said. They include the Rs. 217- crore plan to provide infrastructure for north Chennai areas. The Mayor said road works were on and that the process of calling for tenders for bridges would be initiated soon. However, the break-up of the allocation and what specific project it was likely to be spent was never announced, councillors point out.
Railway projects
Railway projects announced for this year include overbridges at Kathivakkam Cochrane Basin Road and Rangarajapuram Level Crossing 7 and underbridges at Korukkupet, Villivakkam Level Crossing 2 and MC Road Level Crossing. The previous regime had announced the modernisation of the Perambur abattoir, where modernisation work has not yet been completed. Among the announcements that have been followed up are four mini-flyovers in south Chennai. The Minister recently inspected the sites and promised that work would be inaugurated soon. Going by trends in the Corporation's expenditure, parks, playfields and the health sector have seen a steady rise in expenditure. Over the last decade, the total expenditure on basic amenities for schools has been lower than the expenditure on parks. On the positive side is the steady rise in ward improvement expenditure.
