The report that the Centre has turned down the Tamil Nadu Government's proposal to introduce Tamil in the Madras High Court (March 12) comes as a shock to all those who believe in federalism. How can the Centre refuse permission to a State government to use the local language in its institutions? When the High Courts of Bihar, Rajasthan, Uttar Pradesh, and Madhya Pradesh have been allowed to conduct their proceedings in Hindi, why should the Madras High Court be denied permission to use Tamil, and the Calcutta High Court Bengali? I hope the State governments will not let the matter rest. It is their duty to make the judiciary more accessible to the common man.

The Centre has done the right thing. Parties are using language as a tool to gain political mileage. The Supreme Court's opinion that it is not proper to introduce regional languages in High Court proceedings is commendable. If Tamil Nadu's proposal is conceded, it will set a bad precedent for other States to follow. There will be unnecessary confusion in interpretation of arguments and the final verdict.
