Thiruvananthapuram: The Government would initiate stern action against hospitals and slaughterhouses that fail to adopt proper waste disposal systems, Local Self-Government Minister Paloli Mohammed Kutty told the Assembly. Replying to questions in the Assembly on Tuesday, the Minister said the Central team that visited the State recently had pointed out the lack of proper waste disposal systems in the abattoirs, including the one in Kunnukuzhy in the capital. Mr. Kutty said all local bodies had been asked to prepare solid waste management projects to tackle the garbage problem in the State. Already 47 municipal corporations had identified the sites. But, majority of the places identified by the corporations were not enough. The Minister said 43 corporations and 24 grama panachayats had been provided Rs.15.9 crore. Proposals to the tune of Rs. 48.72 crore had been submitted to the Union Government. Getting land for setting up the garbage plant due to opposition from the locals and objections to remove the garbage were the main hurdles faced by the local bodies. "We are not able to create awareness among the people."

The Akshaya computer literacy programme would be strengthened and would be extended to all districts, Chief Minister V.S. Achuthanandan told the Assembly. As many as 3,280 Akshya centres were functioning with the financial assistance from the Centre. Kudumbasree and other organisations would be roped in and Free Software would be gradually introduced. A sum of Rs.21,56,813 was due from Tamil Nadu as lease arrears to Kerala as per the Parambikulam-Aliyar agreement, Mr. Achuthanandan said in reply to a question. The Forest department had taken up this with the Tamil Nadu authorities. As per the agreement, there was no clause to revise the agreement. The agreement had provision to review the pact every 30 years and efforts in this direction were continuing from 1988, he said. In a reply to a question on Central Bureau of Investigation (CBI) inquiry into the Marad violence, the Chief Minister said reminder had already been sent by the State Government to the CBI.
Protecting depositors
Finance Minister T.M. Thomas Isaac told the House that the State Government was planning to introduce a legislation to check the activities of the private financial institutions. The Kerala Protection of Depositors Bill is under the consideration of the Government to take care of the depositors. Minister for Civil Supplies and Animal Husbandry C. Divakaran said an insurance scheme for cattle would be implemented in all districts in the State.
