Focus on implementation of Juvenile Justice Act

`Juvenile Boards have been established in all Rajasthan districts'

JAIPUR: A State-level seminar on juvenile delinquents here this coming Saturday will deliberate on the care, protection and rehabilitation of children in conflict with law and suggest measures for effective implementation of the Juvenile Justice Act, which has been made "child-friendly" after extensive amendments made last year.

Among others, Supreme Court Judge Arijit Pasayat and Union Law Minister H.R. Bharadwaj will attend the one-day seminar. The event is being organised by the Rajasthan High Court. Justice Shiv Kumar Sharma, Judge of the Rajasthan High Court, told reporters here on Tuesday that Juvenile Boards, responsible for holding inquiries and pass orders on juvenile delinquents, had been established in all districts of the State. The State Government is required under the Juvenile Justice Act to care for all needs of children.

Mr. Justice Sharma, who has been nominated to oversee the condition and functioning of remand and observation homes established under the JJ Act, said the Child Guidance Clinics had also been opened in the State to provide counselling to children depicting abnormal behaviour.

However, despite the stringent and rehabilitative provisions of the law, the desired results have not been fully achieved in the State. Mr. Justice Sharma said he would not hesitate to invoke penal provisions under Section 23 of the Juvenile Justice Act if the authorities concerned continued to show laxity in providing facilities to the inmates of remand and observation homes.

The Judge pointed out that the nation's welfare and development depended on the health and well-being of children, who were important national assets.
