Kerala Government releases draft forest policy

Encroachments will be fought at all levels

THIRUVANANTHAPURAM: The maiden forest policy of the Kerala State, the draft of which was released here on Wednesday, envisages surveying the forest area under the control of the Government and demarcating them with cairns and kayyalas (mud walls) on a time-bound basis, using Global Positioning System and other tools.

Minister for Forests Benoy Viswom released the draft policy by handing over a copy to the former judge K. Sukumaran at a function here to mark theWorld Forest Day.

The menace of encroachment will be fought appropriately at administrative, social and political levels, as well as by making people aware of the negative impacts, damage and irreparable losses it results in, the draft policy says.

It asserts that use of forest lands for non-forestry purposes will be done only under the provisions of the forest conservation Act. The entire forest area in the State will be brought under the forest station system in a phased manner. The number of forest stations will hence be increased. Each of them will comprise a number of forest beats.

Pointing out that a major portion of the forests in Kerala is located in the Western Ghats, the policy notes that this area is one of the mega biodiversity hotspots of the world. The natural heritage, which represents the remarkable biodiversity and genetic resources of the State, will be maintained, conserved and augmented. Efforts will be made to put a system of good governance in place in the Forest Department, by codifying and institutionalising the protocols for planning, managing, monitoring and evaluation.
