Assembly approves vote on account

NEW DELHI: The Delhi Assembly on Wednesday approved the vote on account to enable the State Government to carry on its business and meet essential expenditure for three months starting April 1 since the Budget could not be passed due to the model code of conduct prevailing in view of the forthcoming Municipal Corporation of Delhi elections.

The House passed the demand for grants after Finance Minister A.K. Walia presented the Budget and sought the vote on account. While he presented the annual financial statement and demands for grants for the full financial year, it was stated that these may be revised at the time of presentation of the regular Budget, if need be, in April. The Minister said the Annual Plan 2007-08 approved by the Planning Commission at Rs. 9,000 crore was 73 per cent higher than the Annual Plan 2006-07 under which Rs. 5,200 crore had been earmarked for Delhi. In the Annual Plan 2006-07, Dr. Walia said besides Rs. 5,200 crore approved by the Planning Commission, Delhi's own resources were Rs. 4,697.49 crore and this included small savings loan of Rs. 2,059.43 crore and Central assistance of Rs. 502.51 crore.

Expenditure

The revised Plan size, he said, has been kept at the budgetary level of Rs. 5,200 crore.

The total revised estimate for Plan and non-Plan expenditure for 2006-07 is Rs. 20,986 crore as against the Budget estimate of Rs. 13,345.48 crore, Dr. Walia said, adding that by rationalisation of procedures and improving the pace of expenditure through outcome Budget in the current financial year, the 78.7 per cent utilisation of the Plan funds had been achieved till February end.

The Minister said he would present a more detailed statement on the fiscal performanceand tax proposals later while presenting the regular Budget in April.
