BHOPAL: The Madhya Pradesh Assembly on Friday passed by voice vote the Rs. 37000 crore budgetary demands for 2007-08 and the relevant Appropriation Bill moved by the State Finance Minister Raghavji. Regarding the focus and thrust in the new Budget, the State Principal Secretary Finance, Sumit Bose later told The Hindu that the State Government is continuing on the process to increase spending on infrastructure, roads and irrigation as well as the social sector, which includes vital areas like health, education and rural development. The overall effort is to increase capital expenditure, which has gone up to 4.22 per cent of the gross State domestic product (GSDP), he added. The House also passed by voice vote a Private Member's Bill to include those belonging to the "Nayi" (barber) community among the Scheduled Castes. This Bill was moved by Bahujan Samaj Party's I.M.P. Verma. Introducing the Bill, Mr. Verma said that those from the Nayi community participate in various Hindu "sanskars" (rituals) from birth to death. The Congress MLA, Indrajit Kumar and Manmohan Shah Batti of Gondwana Gantantra Party supported the Bill. The State Scheduled Castes Welfare Minister, Jagdish Dewra responded to the discussion on this Bill by saying that those from the Nayi community were getting all the benefits of the Backward Classes. He said that the Government would seriously consider their case taking into consideration the general consensus. The Bill was later passed by voice vote.
