CHANDIGARH: National Consumer Disputes Redressal Commission Member Rajyalakshmi Rao on Saturday called for simplification of the legal system so that the consumers do not suffer because of technicalities. Speaking at the first workshop-cum-seminar organised by the Haryana State Consumer Disputes Redressal Commission and the State Food and Civil Supplies Department for the presidents and members of the district forums of Haryana here, she said the onus for getting tests done for consumable items should be on the district forums and not the consumer so as to comply with the provisions of section 13 (3) of the Consumer Protection Act, 1986. She also highlighted various landmark judgments on medical negligence and insurance claims. Punjab State Consumer Disputes Redressal Commission President Justice R.S. Mongia said the definition of consumer and jurisdiction needed to be given a fresh look for amendments. He suggested that assistance of doctors of high integrity should be sought while deciding cases of medical negligence. Chandigarh State Consumer Disputes Redressal Commission President Justice K.C.Gupta pointed out some of the judgments on medical negligence. Haryana State Consumer Disputes Redressal Commission President Justice R.C. Kathuria impressed upon all presidents of district consumer forums to deal with the cases at the earliest by avoiding delays. Also, he added, the orders should be just and proper. Haryana Financial Commissioner and Principal Secretary (Food and Supplies) Naresh Gulati said the functioning of the State Consumer Disputes Redressal Commission and district forums in Haryana had improved.
