This Day That Age
Mr. Gunnar Jarring, the UN representative on Kashmir, is scheduled to leave Delhi on March 29 for Karachi and his further plans are not known. During his week's stay in New Delhi, he had four meetings with representatives of the Government of India in two of which Prime Minister Nehru was present. While no official communiqué on the discussions is expected, the speeches of Mr. Nehru and Mr. V.K.Krishna Menon in Parliament even as the talks with Mr. Jarring were in progress, give sufficient indication as to the line of inquiry pursued by Mr. Jarring and India's reaction to it. There is some disappointment that Mr. Jarring has put a rather restrictive interpretation on the Security Council's resolution which entrusted him with the mission. Mr. Jarring's disinclination to visit Kashmir territory on either side of the ceasefire line is taken to mean that he considers that the Security Council had authorised him to negotiate only with India and Pakistan and that too specifically in relation to the implementation of the two resolutions dealing with the ceasefire agreement and plebiscite.
