Puducherry: Speaker R. Radhakrishnan disapproved of the attempt on the part of the Puducherry Munnetra Congress legislators K. Lakshminarayanan, V.K. Ganapathy and N. Anandhu to interrupt the Lt Governor's budget address. Mr. Radhakrishnan made a suo motu observation before adjourning the House for the rest of the day to state that the three members had disrespected the address. This style of functioning of the members was "undesirable and undignified" and the House conveyed its condemnation, he pointed out. An address of the Lt. Governor to the Assembly was a constitutionally recognised procedure. The members should therefore safeguard the dignity of the House. If any member deviated from this convention and attempted to cause confusion, it would only mean that such members were only making themselves liable for an action by the House. The Speaker made this observation while stating that the debate on motion of thanks (moved earlier by the Parliamentary Secretary to the Chief Minister A. Namassivayam and seconded by Government whip M. Kandasamy) would take place on April 2 and 3. He adjourned the House to Wednesday amidst protest from the PMC members against his observation. Mr Lakshminarayanan later told newsmen that it was indeed a matter of concern that the Speaker should have made the observation although he and his colleagues had the democratic right to project the grievances of the farmers and farm labourers. He said that the Speaker should reconsider his observation lest he and his colleagues should hold agitations inside and outside the Assembly.
