BBMP budget to be presented today


  • Several new levies proposed on property owners in the city
  • Pay-and-park system may be introduced on 30 roads

    BANGALORE: New levies, higher charges for plan sanction, reintroduction of "pay and park" system on 30 roads and continuation of the existing property tax system based on Self-Assessment Scheme (SAS) in old areas and Capital Value-based Scheme (CVS) in the new ones. The Bruhat Bangalore Mahanagara Palike (BBMP) will unveil all these and many more proposals in its Rs. 3,230-crore budget on Friday.

    Although the civic body proposed to bring in a uniform taxation system in the entire city, it has been decided to continue with the existing system of SAS and CVS in the old and new areas respectively.

    A top official involved in preparing the budget told The Hindu on Thursday that apart from proposals to impose new levies such as impact fee, congestion tax, solid waste management user charge, tax on regularising unauthorised constructions, the civic body would extend the benefits of schemes such as "Suvarna Khata", "Sarala Paravanige", one-stop citizen service centres and so on in the new areas.

    While the impact fee is for those who get benefited by major works on identified roads and other civic infrastructure, congestion tax will include infrastructure cess on new vehicles bought in BBMP areas.

    New projects

    This apart from a project to rejuvenate markets, improve services at the Public Utility Building (PUB), renovate the Puttana Kanagal cinema and build a `Palike Gopura' at the BBMP head office premises to accommodate offices of the extended civic body are also on the anvil.

    All these will be taken up on "build-own-operate-transfer" (BOOT) basis, the official said.

    The maiden budget of the larger civic body will be presented by officials to the Administrator Dilip Rau in the absence of the elected representatives.
