HYDERABAD: Twenty-three years after it lost its glory, the old Andhra Pradesh Legislative Council building is all set to come alive with proceedings once again, beginning from Monday. The revived Council to be housed in the majestic Jubilee Hall constructed in 1935 by the seventh Nizam, Mir Osman Ali Khan, to mark the silver jubilee of his coronation, on the sprawling Bagh-e-Aam (Public Gardens) is all bedecked to be inaugurated by Governor Rameshwar Thakur. The Council was first constituted on July 7, 1958 with Madapati Hanumantha Rao as the Chairman and abolished about two decades ago. Assembly Secretary K Tuljanand Singh told a press meet on Saturday that the Governor would formally inaugurate the renovated Council building at 9.30 a.m. and then address the newly elected members. Before that, he would administer the oath to the pro tem Chairman at the Raj Bhavan at 8.30 a.m.
Oath of secrecy
A.Chakrapani, M.Manik Rao, M. Lakshmidevi, Singam Basavapunnaiah and Paladugu Venkat Rao (all Congress) and Puvvada Nageswara Rao (CPI) are among the senior members, who could be chosen to discharge the duties of pro tem chairman. However, the Chief Minister would recommend the name of the pro tem chairman to the Governor. The pro tem chairman would administer the oath of secrecy to the 63 other members at 10.30 a.m. Nominations for the post of chairperson would be received till 5 p.m. on the day. The first session of the Council would commence at 10 a.m. on the following day. At 4 p.m., the Governor will address the joint session of the Council and the Assembly members at the Central Hall of the Assembly premises.
Session till April 10
The agenda for the business in the Council will be decided at the Business Advisory Committee (BAC) meeting. According to the tentative schedule issued for the Council, the session would continue till April 10. In the 90-member Council, the Floor Leader of the Telugu Desam Party might be given the Leader of Opposition status as the party already enjoys the required strength of nine members.
