BANGALORE: The ruling coalition partner, Janata Dal (S), is said to be unhappy over the manner in which Deputy Chief Minister B.S. Yediyurappa unexpectedly added 56 new proposals to the State Budget on Friday. According to party sources, the JD(S) was kept in the dark about the inclusion of the new schemes, which monetarily benefit various communities and institutions. Such was the hurriedness of the exercise that only 52 new announcements appeared on the list circulated in the legislature, while the remaining four were read out. The party is reportedly of the view that this last-minute addition to the already-tabled Budget will set a bad precedent. The party feels that Mr. Yediyurappa could have made the additions in the supplementary estimates. The mere allocation of funds to community-based organisations will not help ensure the comprehensive development of those communities, the party feels. Instead it had suggested the formation of a corporation or a board for the development of the communities, and allocation of funds through these monitoring bodies. So it is against the party's stated position that these funds should have been allocated in this manner, barring the allocation to the Banjara Development Corporation. The party has decided to convey its reservations to its coalition partner, the Bharatiya Janata Party, at an appropriate time. At the same time, the party leaders have decided to desist from making this a prestige issue in the interests of the smooth functioning of the coalition Government.
