Pakistan names civilian defence secretary

This comes ahead of the scheduled Siachen talks

ISLAMABAD : For the first time since the start of the composite dialogue process, a civilian will lead the Pakistan Defence Ministry team in talks with India on Siachen, a new round of which is scheduled for later this week.

In a major reshuffle of top bureaucrats, Kamran Rasul has become Pakistan's first civilian defence secretary in many years, moving to the post from his present assignment as Cabinet Secretary.

He succeeds Lt.Gen (retired) Tariq Waseem Ghazi, who is on a contract that ends on April 3.

The Siachen talks between the Defence Secretaries of India and Pakistan, assisted by their Directors-General of Military Operations are to be held in Rawalpindi on April 6 and 7. The Dawn reported that President Pervez Musharraf chaired a meeting on Friday to "finalise strategy" for the Siachen meeting.
