CHENNAI: Those spending sleepless nights ahead of their impending retirement from government service can now breathe easy: there will no more be suspension on the day of retirement. Electricity Minister Arcot N.Veerasamy, who recently was given the Personnel and Administrative Reforms (P& AR) portfolio, announced this in the Assembly on Tuesday. He said the move needed Cabinet nod, which would be sought in due course. The P & AR Department issues guidelines to all other government departments and organisations on staff related issues.
Talks held
Mr. Veerasamy said the Chief Minister had held extensive discussions with representatives of staff organisations, who had brought the problem to his notice. A person who had committed an offence should be taken to task right then and not a few decades later, and certainly not on the day of his retirement. An official who studied the system prevailing in a few other States, said the practice was not followed anywhere else. "It is cruel. How can a person be punished five or 10 years later for a mistake? What was his supervisor doing," he asked. Another official said the suspensions were carried out because the employee, who would take charge from the retiring official, did not want trouble. Only at that stage was the mistake brought to the notice of senior officials in the department, necessitating action against the retiring employee.
