BHOPAL: The Madhya Pradesh Cabinet, presided over by the Chief Minister, Shivraj Singh Chauhan on Tuesday gave its clearance to merge fifty per cent of the dearness allowance (D.A.) with the State employees' basic pay. This would be shown as separate "Dearness Pay" and considered as basic pay only for the purpose of fixing the Dearness Allowance and computing the retirement benefits. The State Minister for School Education, Narottam Mishra, briefed mediapersons about various decisions taken by the State Cabinet on Tuesday evening. It has been decided that all matters linked with payment of allowances, transfer of grant, GPF contribution and drawl, license fee, various advances, LTC, tour and transfer D.A.-T.A., and eligibility for Government accommodation would be governed on the basis of the basic pay without taking into account the dearness pay.
Same for pensioners
Till now dearness allowance was being paid to the State Government employees at the rate of 70 per cent. Now, the fifty per cent dearness allowance converted to dearness pay would be reduced from the existing rate of 70 per cent and from April 1, 2007 onwards the Government employees would get dearness allowance at the rate of 20 per cent of their basic pay along with the dearness pay. The same formula would also be applicable for the pensioners and family pensioners. Mr. Mishra informed journalists that the State Cabinet has also accorded sanction to create a Bundelkhand Development Authority aimed at removing the socio-economic backwardness of Sagar, Tikamgarh, Chhatarpur, Damoh, Panna and Datia districts.

He further said that the Cabinet has also accorded financial and administrative clearance for the ambitious State-wide Area Network (SWAN). This scheme has been included in the Eleventh Five Year Plan (2007-12). For this project, which would link all the 48 districts with Internet, Rs. 174.21 crore have been sanctioned. Of this, Rs. 116.70 crore would be provided by the Centre and the State's share would be Rs. 57.51 crore. The School Education Minister said that the State Cabinet also passed a resolution to convey to the Central Government that the Ram Sethu, which has symbolised the common faith of the Indian people for thousands of years and has its own archaeological and environmental significance, should not be damaged by going ahead with the Sethusamudram Project.
Land to AAI
The State Cabinet has also approved the State Government's earlier order to allot land free of cost to the Airports Authority of India for the expansion of Raja Bhoj Airport in the State capital. It has been decided to immediately hand over possession of 53.15 acre Government land to the Airports Authority. This would be followed up by handing over another 200.06 acre of land to be acquired from the Defence Ministry.
