CHENNAI : The State Human Rights Commission (SHRC) has recommended to the Tamil Nadu Government that a Sub-Inspector of Police of Vriddhachalam should pay Rs.1 lakh to the heirs of a person who died after being attacked by him. The money should be recovered from the officer. On humanitarian grounds, the Government may pay Rs.50,000 to the heirs, the Commission said. A Bench of the Commission comprising chairperson Justice A. S. Venkatachalamoorthy, members Justice S. Thangaraj, and K. Mariappan also suggested departmental proceedings against the Sub-Inspector. A. Selvi of Komangalam, Vriddhachalam, complained to the Commission that when her husband, Annadurai, went for Deepavali purchase in November 2004, he was taken into custody at the Vriddhachalam bus stand. Another person, Palanivelu, was also taken in. Both were beaten by Sub-Inspector P. Babu and constables. Annadurai fainted and later died in the Government Hospital. In the counter, the respondent said the deceased and Palanivelu were arrested as both of them behaved in a suspicious manner at the bus stand. He denied the allegation that the two persons were beaten up by policemen. Annadurai was suffering from convulsions and violent jerking and was bouncing violently. The police rushed him to hospital. The Commission held that the respondent attacked the victim in the bus stand and also while he was in custody.
Stress and strain
The injuries should have caused stress and strain to Annadurai, which, in turn, might have caused the death of the victim, along with cerebral anoxia. The police had clearly violated human rights. The police wilfully misled all authorities and the Commission. "The Commission is of the view that the victim had suffered at the hands of the respondent and that the widow and children of the victim have to be duly compensated."
