HYDERABAD: Chief Minister Y.S. Rajasekhara Reddy has directed the Municipal Administration and Urban Development officials to decentralise administration and delegate powers to the lower level functionaries. Reviewing the issues pertaining to Greater Hyderabad with Municipal Administration Minister Koneru Ranga Rao and senior officials at Secretariat here on Tuesday, the Chief Minister said that delegation of administrative and financial powers was important to provide quality services to citizens of the State capital, set to become Greater Hyderabad. Referring to the proposed administrative set-up for Greater Hyderabad, he directed the officials to ensure that the development and amenities were uniform in all zones. He directed the Hyderabad Metro Water Works Managing Director Jawahar Reddy to take over management of water supply in all the surrounding municipalities immediately, wherever it had not been taken over yet. Measures should also be taken to ensure daily supply of water in all areas under Greater Hyderabad. The Chief Minister however said that no new taxes should be levied either by Municipal Corporation or the HMWSS Board in the name of city expansion. The officials said that with the formation of Greater Hyderabad, its total population including MCH and surrounding municipalities would be 64 lakhs and Greater Hyderabad Metropolitan Corporation (GHMC); it was proposed to divide the area for administrative reasons into five zones (South, East, North, West and Central Zones), 17 circles and 150 wards. Each ward would cover population of about 37,000. It was proposed that there would be a Chief Commissioner (GHMC Head Office) with an additional commissioner for each zone, 17 deputy municipal commissioners attached to additional commissioners and two to three assistant commissioners attached to each of the DMCs.
Chief engineers
A separate engineering wing with an Engineer-in-Chief at Head Office and five chief engineers for five zones would be created and also a Town Planning Wing with the Director Town and Country Planning and two additional directors at Head Office and one joint director and one deputy director for each circle. Principal Secretary, MA and UD S.P.Singh, secretary Veena Ish, Municipal Commissioner Sanjay Jaju were present.
