dated April 6, 1957: Kerala Cabinet sworn in

The first Communist Ministry in an Indian State was sworn in at Trivandrum at 12-30 p.m. on April 5. The Ministry is headed by Mr. E.M. Sankaran Nambudiripad. The Governor, Mr. B. Ramakrishnan Rao, administered the oaths of office and of secrecy to Mr. Nambudiripad and his 10 Cabinet colleagues. Soon after the swearing-in, the Chief Minister released a statement laying down his Government's policies. It promised land reforms within a short and definitely fixed time limit to provide fixity of tenure, ceiling on holdings and distribution of surplus land. Emergency legislation staying evictions would be brought forward to give immediate relief to the tenants. The statement said an all-party conference would be convened to discuss and draw up an agreed programme for the development of Kerala to be undertaken during the Second Plan period. A short while before the swearing-in, the President revoked his proclamation of November 1, 1956 in regard to the President's rule in the State.
