Bangalore: The Legislative Assembly on Thursday passed the Karnataka Land Revenue and Certain Other Laws (Amendment) Bill, 2007, replacing an ordinance promulgated last year giving statutory powers to Regional Commissioners at the four divisional headquarters Bangalore, Mysore, Gulbarga and Belgaum amid a walkout by the Opposition. The Regional Commissioner, who will function as the chief revenue officer in the division/region, will exercise powers of superintendence and control over all officers subordinate to him. Leader of the Opposition N. Dharam Singh, Siddaramaiah, K. Srinivasa Gowda and Ramesh Kumar (all Congress), J.C. Madhuswamy (JD-U), G.V. Srirama Reddy (CPI-M), Jayaprakash Hegde (independent) and S. Rajendran (RPI) urged Revenue Minister Jagadish Shettar not to burden the exchequer by creating four posts Regional Commissioner in place of the Divisional Commissioners. Defending the bill, Mr. Shettar said it was strange that the Congress members were opposing it when the government led by Mr. Dharam Singh had decided to reverse the S.M. Krishna government's decision to abolish the Divisional Commissioner posts. Both Mr. Shettar and Law Minister M.P. Prakash said that thousands of cases, including appeals and revisions, pertaining to land tribunal cases were pending because of the legal complications that cropped up after the abolition of the Divisional Commissioner posts.
