Tarigami for third round table on Kashmir

Internal dialogue a significant measure, he tells Prime Minister

JAMMU: Jammu and Kashmir CPI(M) leader Mohammad Yosuf Tarigami has asked Prime Minister Manmohan Singh to convene a third round table conference to take forward the peace process.

In a letter to the Prime Minister, Mr. Tarigami, party State secretary, said: "The initiation of an internal dialogue on Kashmir, as envisioned by you, is undoubtedly a significant measure towards the quest for peace in the troubled State. As the contours of the dialogue widen and credible measures are taken to address the genuine aspirations of the people, hopes will soar high. In this context, may I refer to the decisions taken at the second round table conference presided over by you. Out of the five working groups constituted in pursuance of this conference, four have already held discussions on the subjects. It may not take long for these groups to come out with their respective recommendations."

However, for certain reasons, the fifth working group — dealing with the crucial issue of Centre-State relations — was not able to assume discussions in time.

Taking into account the importance and the delicate nature of the subject assigned to the group, it might not be possible for it to come out with its recommendations in the near future, more so, when certain shades of political opinion had so far chosen to remain away from the process and efforts need to be made to ensure their participation to render the dialogue broad-based and purposeful.

Instead of needlessly waiting till the fifth working group came out with its recommendations, it would be appropriate to consider the recommendations of the other groups and proceed further.

In the meantime, the fifth group should be allowed to hold discussions over the sensitive issue and come out with its recommendation that could be considered later, he said.
