ANANTAPUR: Public interest litigation was an outcome of the judicial activism, High Court Judge P.S. Narayana said here on Friday. Every step by the judiciary would be within the limits of the Constitution. Speaking at the 4th district conference of Indian Association of Lawyers here, he quoted several apex court judgments as examples of judicial activism. There were chances of misusing PIL, but the courts were vigilant enough to prevent such attempts. Usefulness of the PIL to society was high and increased awareness among the public would further help society. Jurisdiction of courts could not be taken away by any amendments to the Constitution, he said. Retired Judge of the High Court M. Ranga Reddy opined that judicial activism and impartial journalism would help society at large. They would help to keep the Government institutions in good stead. Member of Andhra Pradesh Bar Association Rami Reddy said they were planning to set up Lawyers' Academy in Hyderabad on the lines of the Judicial Academy to provide training to young advocates with free boarding and lodging facilities.
Important role
The bar had already urged the Government to allot five acres of land in Gachibowli area for the purpose. State working president of IAL I. Ravindranath said legal profession had an important role in the democracy. A majority of the poor in society were still denied of lawyers' advise in civil and criminal matters, he felt. There were only two lakh practicing lawyers in the country, but the practice of criminal law was not so attractive in the country. Professor of Law in Sri Krishnadevaraya University P. Vijaykumar observed that failure of the executive in proper implementation of laws would attract harsh observations from the judiciary. People would turn to courts when the executive would fail in implementing the law. The judiciary was always anxious to do something concrete for people and society, he said. District and Sessions Judge K. Gaddenna and president of Anantapur Bar Association Haranath also spoke. District secretary of IAL Jhansi Laxmi explained the activities of the IAL.
