Take responsibility It is heartening to note that Minister for Water Resources N.K. Premachandran is striving hard to take the Kerala Water Authority (KWA) out of the `red,' without causing any hardships to the public. I request the Minister to take steps to see that the Kerala Water Authority (KWA) takes the responsibility of water meters installed at the consumers' end. Presently, a consumer has to run form pillar to post if the meter is defective. O. Mathai Kowdiar Water planning Water is going to be a crucial element in developmental planning. As the country has already entered the 21st century, efforts to develop, conserve, utilise and manage this important resource should be given due care. The need for a National Water Policy is abundantly clear. The prime requisite for resource planning is a well-developed information system. A standardised national information system should be established with a network of data banks. Integrating and strengthening of Central and State-level agencies and improving the quality of data and processing capabilities are also essential. There should be a free exchange of data among the various States and agencies and duplication in data collection should be avoided. Any laxity on this will affect the national water resources planning. These will also help States resolve inter-state water conflicts amiably. T.N.N. Bhattathiripad Thrissur
