HYDERABAD: The talks, held by School Education Minister N. Rajyalakshmi with the leaders of agitating teachers to end the boycott of "spot valuation" of SSC exam papers, ended on an inconclusive note here on Tuesday. With this, the boycott by Panchayat Raj teachers continued for third day on Tuesday even as the Government went ahead with the "spot valuation" at the designated centres all over the State with the help of their counterparts working in the Government schools/high schools, retired teachers and vidya volunteers. On instructions from Chief Minister Y. S. Rajasekhara Reddy, the Minister called the leaders of the Joint Action Council of Teachers' Organisations which represents over 20 outfits, and spoke with them for an hour but in vain. Impasse continued as the leaders stuck to their stand that the Government should first accept their demands before they could call off the stir. The Minister's conveyed the Chief Minister's message that the demands, on the other hand, would be sympathetically considered once they attended the spot-valuation. The Minister stressed the need for completing valuation of the papers to announce the results by May first week as planned, in the interests of students. The leaders insisted on the Government meeting two main demands -- notional increments to apprentice teachers, and implementation of uniform service rules for Government teachers and Panchayat Raj teachers. A leader later said they would continue the boycott till the demands were accepted.
