dated April 12, 1957: Conduct code for Ministers

A code of conduct for the Ministers of Kerala is to be drawn up by the Communist Government in the State and the public have been invited to maintain a vigilant eye over its observance by the Ministers, Mr. A.K. Gopalan, Communist leader, told pressmen in Ahmedabad. He said the Chief Minister, Mr. E.M.S. Nambudiripad, would announce the code and the people would be at liberty to point out any deviation from that code by any Minister and demand an inquiry into it. Mr. Gopalan said that the Communist Government wanted to eliminate corruption in the State machinery and the Ministers would themselves set an example by their own behaviour. Suggesting that the prohibition policy in the State should be re-examined by the Government, he said though no decision had been taken on the issue, he personally felt that prohibition had failed in the State and it should be lifted.
