The Supreme Court has clarified that reservation in any form should not exceed 50 per cent. Already there is 22.5 per cent reservation for SCs and STs in IITs and IIMs. OBC reservation of 27 per cent is within the 50 per cent limit. It is going to be implemented for the first time, that too in a staggered manner. It will in no way affect the open category students. As for the creamy layer, it should be identified in all four categories SC, ST, OBC, and OC. This will benefit the poorest of the poor. Lastly, instead of going for a nationwide caste-based census, census should be taken in the Centrally-administered educational institutions to address the inadequate representation of SCs, STs, and OBCs.

Reservation should be given only to the economically backward. In IITs and IIMs, there should be no reservation. The government can provide scholarships for the meritorious.
