In spite of Governmental efforts, the clandestine transportation of `spirit' into the State from across the border, for illegal use in the toddy-liquor business, seems to be going on largely unchecked in a context of growing liquor consumption. The risks that the stuff pose for consumers and the clout of corruption that the trend engenders at various levels, are matters of additional concern. The seizures may involve only a fraction of the volumes handled. What is the way out?
