CAG report criticises DTC

NEW DELHI: There are no kind words for the loss-making Delhi Transport Corporation (DTC) in the latest report of the Comptroller and Auditor General of India.

According to the report, the DTC has seen a sharp increase in its cumulative losses from Rs. 1,082.14 crore in 2001-02 to Rs. 4,008.46 crore in 2005-06, thereby eroding its entire paid-up capital of Rs. 117 crore.

The performance audit also revealed a decline in vehicle productivity and load factor despite the DTC fleet being relatively new. The Corporation has also come in for criticism for overshooting on the consumption of CNG, engine oil and coolant thereby entailing an extra expenditure of Rs. 18.61 crore.

Another area where the DTC was pulled up was its inefficient route operation. While the operational performance could be improved by a periodic review of uneconomic routes and making optimum operation possible in the higher revenue earning routes, the CAG report showed that none of the routes operated by the DTC were recovering the total cost of operation.

Further, the report said that the Corporation fritted away an opportunity to earn an additional revenue of Rs. 10.84 crore by its failure to re-deploy CNG buses on city routes. The Corporation had begun deploying CNG buses on inter-State routes from October 2003, said the CAG report.

The DTC has also come in for criticism for entailing an avoidable expenditure of Rs. 63 lakhs by its failure to avail of monthly passes of toll tax.
