The Union Home Minister, Pandit Pant, said in New Delhi on April 23 that the success of the experiment of Zonal Councils would depend on the outlook which the State Governments bring to bear on their deliberations, their ability to appreciate each other's point of view, and their readiness to reconcile the "State aspect" of different problems with their "inter-State aspect." Inaugurating the first meeting of the Northern Zone Council, he said these were advisory bodies, but if they were to serve the purpose for which they had been constituted, their recommendations would need to be treated with consideration and respect. "While the proposal for Zonal Councils has been received in the country generally with enthusiasm, apprehensions have also been expressed in certain quarters that it was too idealistic a venture, and that it might either result in a Zonal Council absorbing the participating States or Councils developing into powerful bodies which would weaken the Centre. I hope that these Councils will so conduct their activities that they would not only belie such forebodings, but serve to promote inter-State concord."
