HUBLI: Members of the Karnataka Rajya Taluk Panchayat Adhyaksharu, Upadhyaksharu Mattu Sadasyara Sangha will keep all taluk panchayat offices in the State closed on April 30. Addressing presspersons here on Tuesday, sangha president Shridhar Radder said that the offices would remain closed in all the 175 taluks in the State. A decision in this regard was taken by the sangha recently, as memoranda and agitations had not made any impact, he said. Implementation of the "Belur Declaration" had spelt doom for the taluk panchayat system, he said. Mr. Radder said that powers vested with taluk panchayats had been handed over to the gram panchayats and funds had also been diverted to the gram panchayats. Taluk panchayat members hardly had any funds for the development of villages that they represented, Mr. Radder said He clarified that the sangha was not against giving more powers to gram panchayats, but was against diversion of funds to gram panchayats. Governments should also look into the issue of whether gram panchayat secretaries would be able to utilise the crores of rupees of funds properly, he said. The sangha wanted the Government to strengthen the Panchayat Raj system, he said. "The Government should give more powers to the taluk panchayats or abolish them. Let the Government follow the two-tier model that includes zilla and gram panchayats followed in Kerala," Mr. Radder added.
