BELLARY: The Bellary District Consumers' Grievance Forum has directed the Mysore-based Karnataka Open University to refund the fee along with Rs. 5,000 for causing "mental agony" for its lapse in service to a student. J.M. Sumalatha enrolled herself for a M.A. course in the university and paid the stipulated fee through the coordinator of the university Veerashaiva College here. But the university did not provide her with books and she could not attend the examination and so lost one academic year, she had said in a complaint to the forum. She requested the forum to order repayment of the fees and compensation of Rs. 22,050. After hearing both parties, forum president Shekargouda Patil, along with members J. Basavaraj and S. Annapoornamma, held that the university had failed to provide proper services and directed a refund of the fee of Rs. 3,150 with interest from December 29, 2006 till date along with Rs. 5,000 for causing mental agony .
