THIRUVANANTHAPURAM: The Justice Rajendra Babu Commission, which inquired into the lock-up deaths immediately after the assumption of office by the Left Democratic Front Government, submitted its report to the Government on Wednesday. The report is understood to have confirmed that eight of the 16 deaths between April and August last year were lock-up deaths. But they had not occurred on account of torture. It suggested that the recommendations of the K.T. Thomas Commission, which had looked into the functioning of the police, should be implemented to prevent lock-up deaths. The report would shortly be discussed by the Cabinet and placed before the Assembly.
