DHARWAD: The Dharwad district administration will register criminal cases against those running unregistered tutorials in the twin cities. A decision in this regard was taken during a meeting chaired by Deputy Commissioner M.S. Srikar here on Wednesday. Deputy Directors of Public Instruction of High School and Pre-University Education; the Joint Director of Collegiate Education, Dharwad; and other senior officials participated in the meeting.
Notices
Mr. Srikar told The Hindu that despite giving notices and warning such tutorials last year, they continued to operate without registering with the authorities concerned. It was mandatory to register tutorials under the Tutorial Registration Rules, he said. Mr. Srikar said that after a drive was launched last year, some people running tutorials got their institutions registered. Ten tutorials in the twin cities for students of the first to 10th standards had registered, while eight were unregistered. Of the 11 tutorials for pre-university students and those appearing for the Common Entrance Test, only two had been registered, he said.
Exemption
The Deputy Commissioner said those giving tuitions at home or taking tuition classes on rented premises had been exempted from registration under the rules. Only those running tutorials by employing teachers and lecturers were under the purview of the registration rules, he said. Mr. Srikar said though the one-time registration fee was a small amount, many were unwilling to register because of the regulations they had to follow later. Once the tutorials got registered, they were prohibited from employing government school and college teachers and also teachers of aided institutions, the Deputy Commissioner said.
Documents
They would also have to maintain proper accounts and documents regarding admissions and other details, he said. To a query, he said since the district administration had given notices to them last year itself, there was no question of giving further notices. Criminal cases would be filed against errant tutorials, he said. Last year, the district administration launched a drive against unregistered tutorials following complaints from a students' organisation.
