THIRUVANANTHAPURAM: The decentralisation of powers being implemented in the country is under the influence of international lending agencies, human rights activist G. Hargopal has said. Delivering the valedictory address at the two-day national seminar on `Democracy, decentralisation and participatory development' organised by the V.K. Sukumaran Nair Chair for Parliamentary Affairs here on Wednesday, Prof. Hargopal of Hyderabad University said that decentralisation of powers became imperative following the emasculation of popular sovereignty in a liberal democracy. The decentralisation of powers was conceived from the top level. Decentralisation implemented in a centralised manner will not help the percolation of powers to the people, he said.Decentralisation of powers sans the development aspirations of the marginalised sections will not achieve the goals of panchayati raj. This can be achieved only through structural changes in the social and political set up. P.K.Michael Tharakan, R.V.G.Menon, Ramabrahmam and Shaji Varkey presented papers.
