HYDERABAD: A majority of newcomers, known to be loyalists of Chief Minister Y.S. Rajasekhara Reddy, have been rewarded with plum posts in the State Cabinet. The Chief Minister, according to CMO sources, opted to entrust major responsibilities to newcomers -- trusted ones who are comparatively younger -- as some of the seniors failed to meet his expectations. "Some Ministers neglected their original portfolios after they were entrusted additional charge of other departments while some others have taken the additional responsibilities thrust on them for granted," a CMO official said.
New work culture
The induction of Anam Ramanarayana Reddy (Tourism and Information), G. Chinna Reddy (Rural Development and NREGP), Mandali Buddha Prasad (Animal Husbandry) and T. Jeevan Reddy (Roads & Buildings) is reflective of Dr. Reddy's keenness to promote a new work culture. The Chief Minister went out of the way to divide the departments for accommodating the newcomers. The Health Department, for instance, has been divided into three segments without a mention of the Indian Medicine stream in the new streams while a new portfolio for Sarva Siksha Abhiyan that was earlier with School Education Department has been created. The recent DPEP scam had its echo in the Cabinet reshuffle with School Education Minister N. Rajyalakshmi shifted to Women Development and Child Welfare portfolio. One of the major changes was that of Higher Education Minister P. Venkateswara Rao who had been shifted to the not-so-significant Rural Water Supply portfolio while Botcha Satyanarayana, who was sidelined after the Volkswagen scam, had been given the key Housing portfolio. The elevation of Mr. Satyanarayana was said to be a result of the efforts he had been making to ensure effective coordination between the Government and the Pradesh Congress Committee.
