Kochi: The Central Bureau of Investigation (CBI) filed charge sheets against the first and second accused in the SSLC question-paper leak case before the Ernakulam Chief Judicial Magistrate Court on Wednesday. Charge sheets will be filed against other accused before the CBI Special Court since these persons have been proceeded against under the Prevention of Corruption Act, the final report submitted to the magistrate court by the investigating agency said. The question papers of the March 2005 examinations had leaked, and the CBI took over the investigation on a Kerala High Court directive.
Conspiracy
The report charged the first accused, Bindu Vijayan, the second, Sindhu Surendran, and K. Suresh, who turned approver, with entering into a criminal conspiracy in January 2005 to steal copies of the question papers. The motive was to help Gautam Vijayan, son of Bindu and student of Christ Nagar School, Thiruvananthapuram, pass the examinations. Sindhu had directed Suresh, a casual employee at Viswanathan (Printers and Publishers) Private Ltd., Chennai, which printed the question papers, to commit the theft. Suresh stole copies of the question papers of the model examinations in February 2005 and, later, the final examinations on three occasions and handed them over to Sindhu at Chennai. She couriered them to Bindu's house, with the help of Suresh Kumar. Sindhu ran a milk-distribution agency in Chennai and Suresh Kumar assisted her in the business. He has been made a witness. Gautam took photocopies of the question papers and handed them over to a few of his friends. The two accused have been charged with offences punishable under sections 120(B) (criminal conspiracy) and 381 (theft), read with Section 411 (dishonestly receiving stolen property) of the Indian Penal Code. Charge sheets will be filed against Rajan Chacko (accused no. 3), general manger of the press; Annamma Chacko (4), wife of Rajan Chacko; S. Raveendran (8), Secretary, Pareeksha Bhavan; C.P. Vijayan Nair (9), senior superintendent, office of the Assistant Education Officer, Thiruvananthapuram; M. Gopalan, (10), Additional Director, Directorate of Public Instruction; Abdul Shukkoor (11), Senior Finance Officer, Directorate of Public Instruction; V. Sanu (12), Deputy Director of Education, Thiruvananthapuram; and K. Ajith Kumar (13), typist, Directorate of Public Instruction. They will be charged with offences punishable under provisions of the Prevention of Corruption Act and Section 420 (cheating) of the Indian Penal Code.
