HYDERABAD: The Greater Hyderabad Municipal Corporation (GHMC) is likely to have a transitional zone-based administrative system preserving the existing geographical boundaries of local bodies before the giant civic body obtains proper legal status. As consequence of this, the core erstwhile Municipal Corporation of Hyderabad (MCH) area is to be preserved as a single zone in association with just Rajendranagar Municipality as Zone One. Zone Two would comprise Serilingampally, Ramachandrapuram and Patancheru municipalities; Zone Three - Qutbullapur and Kukatpally municipalities; Zone Four - Alwal, Kapra and Malkajgiri municipalities & Zone Five - Uppal, L.B.Nagar and Gaddiannaram municipalities. The proposed interim setup and grouping were almost finalised at a high level meeting attended by Municipal Administration & Urban Development Principal Secretary S.P. Singh, in-charge GHMC Commissioner Pushpa Subrahmanyam and GHMC Special Commissioner Sanjay Jaju on Wednesday. These zones would be fully functional units with statutory powers to handle the bulk of activities in their respective areas. That is till territorial boundaries of circles is finalised after delimitation of wards and Assembly constituencies plus finalisation of district boundaries. This `transition management' is said to be imperative considering that certain statutory provisions are to be changed by the Government, senior officials say. The officials have accepted the need to go for a fresh GHMC Act where decentralisation of powers and responsibilities for zonal commissionerates would be enunciated. Each zone would be responsible during the integration period for its respective assets, liabilities and records and not depend on erstwhile MCH budget, said Mr. Jaju. All ex-municipalities would have to transfer assets, liabilities, staff and assessments to the Hyderabad Metropolitan Water Supply and Sewerage Board (HMWSSB) for the related functions. GHMC Special Commissioner also stated that expert groups would interact with employees unions and associations for smooth integration of personnel taking into consideration the varied cadre, seniority panels, service rules and promotion channels.
