BHOPAL: Madhya Pradesh has exceeded targets in vital areas of development and key sectors like roads, power, irrigation and education during the Tenth Five Year Plan (2002-07). According to an official statement here, the State created 6.17 lakh hectares of irrigation potential, which is about 30 per cent more than the original target fixed for the Tenth Plan. Similarly, against the targeted additional generational capacity of 2355.40 MW, the additional generational capacity anticipated to be created is 2466.5 MW. An additional capacity of 1000 MW from Indira Sagar hydroelectric project was available even ahead of schedule. The State also exceeded the Tenth Plan target of 4770 km and built 6,848 km of new roads through the State Public Works Department. An additional road length of 13,500 km was also added during this period under the Pradhan Mantri Gram Sadak Yojana. Under the build-operate-and-transfer (BOT) mode, nearly 1,500 km of roads were constructed in Madhya Pradesh. Along with a few other States, Madhya Pradesh has got projects approved under the Viability Gap Funding Scheme launched recently by the Union Government and received project approvals for Rs. 1,500 crore. According to the State Government, the enrolment of children in primary schools has also gone up. A total of 11,274,071 children have been enrolled in primary schools and 4,253,269 children have been enrolled in upper primary schools in the State. One of the key objectives of providing access to a primary school facility within one km and upper primary school within 3 km of a village has also been achieved. The State Government also claims to have provided potable drinking water to 107,775 of a total of 126,172 habitations in the State. The state of public finance also improved significantly during the Tenth Plan period. The total outlay approved was Rs. 33,724.96 crore, whereas the actual expenditure (including anticipated expenditure for 2006-07) has been Rs. 35,323.08 crore. Thus the performance during the Tenth Five Year plan, in financial terms, is anticipated to be 105 per cent of the approved outlay. The increase has been possible because of higher revenue mobilisation and containment of non-Plan revenue expenditure through strict economy measures, it is stated.
