Bangalore : BHEL (EPD) emerged champion in the State `B' Division football league that concluded here recently. BHEL topped with 19 points from eight matches while Thilak Memorial secured the runner-up slot with 17 from eight matches. Both teams have been promoted to the `A' Division. BHEL has returned to the `A' Division after a gap of 30 years. Meanwhile, South Western Railway, with a mere one point from eight outings, was relegated to the `C' Division.
