Prof. P.C. Mahalanobis, Adviser to the Planning Commission, said in Bombay on May 3 that perspective planning was an urgent necessity. Addressing the School of Economics, he said perspective planning over a space of a generation was the only way to avoid waste in a planned economy. Thus, if the planning of steel plants had been thought of sufficiently in advance, much of the present import of machinery could have been avoided. This would have bestowed another advantage as the same could have been used to start more and more steel plants instead of depending on foreign countries to start one each time. Perspective planning took into account four aspects, namely, physical planning, manpower availability, financial resources and suitable institutional and administrative balance.
