KABUL: The Upper House of the Afghan Parliament has approved a bill for national reconciliation, a local newspaper reported on Monday. "Mushrano Jirga, or the Upper House of Parliament, approved the reconciliation and amnesty bill on Sunday,'' Outlook said. Wolesi Jirga or the Lower House has already ratified the bill. The bill, if signed by President Hamid Karzai, will grant amnesty to all those involved in the decades of war and conflicts in this country. During their speeches on Sunday, some Senators stressed the need of negotiations with Gulbuddin Hekmatyar, a former Premier and now chief of the anti-government Hezb-i-Islami, the paper said. They said negotiations were the only viable option to restore peace and bring stability to Afghanistan. Xinhua
