NEW DELHI: A proposal has been moved afresh to the Delhi Lieutenant-Governor's office by the Delhi Development Authority seeking a reduction in the minimum tenure required for a Deputy Director to become a Director from five years at present to three years. The same proposal had been shot down by the previous Lieutenant-Governor B. L. Joshi as he realised that it would change the parity among the cadres since it would only suit the management cadre and not the engineers or those in systems and planning. The proposal is also fraught with danger for the DDA: while on the one hand the organisation has been undertaking cadre review and engaging the Administrative Staff College to infuse professionalism, on the other people joining in now as stenographers would be able to rise quickly to the post of Director in almost half the time it takes people in other cadres to reach an equivalent post. The proposal has stirred a hornet's nest in the DDA. Engineers, planners and system workers are angry that it has been floated to suit a few and in the process scant regard has been paid to the sentiments of other highly qualified personnel. Moreover, even senior management personnel are wary of the proposal. They are afraid of getting new Assistant Directors posted under them as most of them are not considered competent enough for the post. "Also, there was no need for the proposal since only about four years ago the eligibility criteria for the post of Directors had been reduced from eight to five years,'' said a source.
