MANGALORE: The Communist Party of India (Marxist) is the first party to announce its candidate for the by-elections to the Ullal Assembly constituency. Its candidate J. Balakrishna Shetty is a State committee member and a prominent labour leader of the district. Communist candidates have won twice in Ullal, the first time in 1962 when A. Krishna Shetty was the candidate of undivided CPI, and then in 1983 when P. Ramachandra Rao of the CPI(M) of the same party had won. CPI(M) state committee leader B. Madhava told The Hindu that it was only after 1983 that the Congress party was able to build its base amongst the minorities and win all the elections held between 1983 and 1994. The CPI(M) will stick to its plank of labour and working class welfare. The scrutiny of the nominations will be done on May 16 and the last date for withdrawal of nominations will be May 18. The elections will be held on June 2; counting will be done on June 5 and the results will be announced the same day.
