BANGALORE: The Government will soon announce new guidelines on transfer of officials, Chief Secretary P.B. Mahishi has said. He told presspersons on Wednesday that the guidelines would fix the tenure of service for officials. There would not be mass transfer of officials this year. Senior officials had been drafting the new guidelines, he said. Mr. Mahishi said all officials of the Government had been instructed to submit lists of assets and liabilities to heads of departments. Disciplinary action would be taken against those who refused to submit the list. IAS officials had to submit lists to the Chief Secretary. IAS officers or the IAS Officers' Association was not against granting suo motu powers to the Lokayukta. The decision on granting such powers was left to the Government, he said. The Lokayukta had been demanding suo motu powers to effectively deal with corruption. To a question on non-use of funds granted to the State by the Union Government under National Horticultural Mission, Mr. Mahishi said shortage of staff had affected implementation of the programme till last year. The Centre had released Rs. 44.5 crore for horticulture development in 2005-06, but the State had utilised only Rs. 34.3 crore. The Union Government had released Rs. 133.5 crore in 2006-07. All vacancies had been filled on a contract basis. The mission now covered 15 districts. On National Rural Employment Guarantee Act scheme, he said a parliamentary committee had expressed satisfaction over its implementation in the State. On the drought situation in 128 taluks, Mr. Mahishi said three official teams had been formed to monitor the situation. The deputy commissioners had been instructed to utilise funds released for repair of defunct borewells and mini water supply schemes, Mr. Mahishi added.
