KOTTAYAM: The Kerala Private College Managements Association (KPCMA) has called for drastic changes in the constitution of the Kerala State Higher Education Council. Leaders of the Association have delineated their demands in a submission made during their discussions with the Council. According to the submission, the present structure of the Council is in violation of the guidelines issued by the University Grants Commission (UGC) on the State council for higher education. It is envisaged to act as a link between the universities, colleges, the State Government and the UGC and its functions are basically advisory in nature. The body is expected have 10 to 13 members. The intention behind the present elaborate body, consisting of a 33-member advisory council, a 35-member governing council and a nine-member executive council, creates suspicion. Alleging that the Council, in its present form, would make it a `super body' to control the universities and affiliated colleges, the submission says the UGC has never intended the State council for higher education to implement ``equity and social justice'' through its own doings. ``The source of power for the discharge of such functions should be made known to the public,'' says the submission by KPCMA.
