Elections to cooperative societies in State in five phases from June

CHENNAI: Elections to cooperative societies in the State will be conducted in five phases, Cooperation Minister E.V. Velu informed the Assembly on Thursday. The process would begin on June 8.

Moving the Tamil Nadu Cooperative Societies (Amendment) Bill, 2007 for extending the term of special officers of cooperative societies for six more months beyond May 25, Mr. Velu said the extension was necessary as elections to the societies were to be held only from June 8. Regional district joint registrars would conduct them. Once the polls were over, special officers would hand over charge to the elected representatives.

The Minister said existing members of the societies alone would be eligible to vote as directed by the High Court, which had restrained the special officers from enrolling new members. Once the elected bodies took control, they could admit new members. He assured the members that the elections would be held on schedule.

AIADMK charge

Earlier, deputy leader of the Opposition O. Pannerselvam alleged that cooperative elections in 1996 were not conducted properly. Bogus members were allowed to participate. Due to mismanagement, many societies had turned sick. He wanted the elections to be held with qualified members of the societies.

P. K. Sekar Babu (AIADMK) suggested appointment of an election commissioner for conducting the elections.

Later, the House adopted the Bill by a voice vote.

Bills passed

The Assembly passed the Tamil Nadu Motor Vehicles Taxation (Amendment) Bill, 2007 reducing the quarterly rate of tax on vehicles owned by colleges and schools. Members, cutting across party lines, demanded the concession be passed on to students. Transport Minister K. N. Nehru assured them that the Government would take necessary steps.

Bills to enable the Government to establish a board for the welfare of the disabled, provide comprehensive social security to fishermen and labourers engaged in fishing and other allied activities were also adopted by the Assembly.

The House also passed the Tamil Nadu Physical Education and Sports University (Second Amendment) Bill, 2007. Tamil Nadu Manual Workers (Regulation of Employment and Conditions of Work) Amendment Bill, 2007; Tamil Nadu Hindu Religious and Charitable Endowments (Amendment) Bill, 2007; Tamil Nadu Public Libraries (Amendment) Bill, 2007; and the Tamil Nadu Value Added Tax (Amendment) Bill, 2007.
