KATHMANDU: The Communist Party of Nepal (Maoist) on Sunday put forth a proposal seeking immediate declaration of the country as a republic by the interim legislature. The eight-point proposal says a republic should be declared immediately. "Declaration of the republic is necessary to guarantee the election of the Constituent Assembly," says the proposal. It has also demanded that all those killed during the decade-long militancy and the April movement be declared martyrs. Meanwhile, the Government has barred the former Chief of Army Staff, Pyaar Jung Thapa, from leaving the country. Gen. Thapa and his wife were stopped by Government officials at the Tribhuwan International Airport on Sunday from boarding a flight to Doha en route to Europe.
