Belgaum
Staff Correspondent
BELGAUM: The lethargic and negligent attitude of the authorities concerned in the Belgaum Zilla Panchayat and Belgaum City Corporation (BCC) are reflected in their respective official websites, which have not been updated with the latest information about the various projects taken up by these two prominent local bodies. Both the zilla panchayat and the corporation have launched their websites with the objective of providing basic information about their functioning, finance and various development/welfare projects to ensure transparency in administration. Yet, those visiting these websites have reason to feel disappointed thanks to the absence of important information. For instance, there is no information available under the "Projects Planned" and "Projects Ongoing" in the zilla panchayat's website. The visitor is greeted with a blank page when they click on these two. So is the case with "Tenders", which are not displayed on the website. Information on the "Western Ghats Development Programme" is available only up to October 2001, which indicates how a sensitive issue is being ignored. The corporation's website also does not provide any information about "Tenders" (notifications/passed) pertaining to various development and improvement projects and contracts. Visitors have been greeted with the "Page under construction" message ever since the website was launched about four years ago. The "Grievances" section also shows error when visitors try to look for information about the "City Report-Department-wise Listing" and "Ward-wise Complaints Breakdown". Also, figures on "Land Use Details" do not indicate any scale or unit of measure leaving visitors confused. While the BCC describes "Birth/Death" as an important component of civil registration system, the website provides no information about the number of births or deaths occurring under its jurisdiction. What also is missing in the corporation's website is information about the elected Councils and its members, including mayors, deputy mayors and chairpersons of various standing committees. Though it is more than a month since the new Deputy Commissioner and administrator of corporation M.E. Shivalingmurthy took the charge of his offices, there is no change in the website which continues to display the name of his predecessor Shalini Rajneesh!
