No, it is not safe

BANGALORE: The chances of a dog in the city being infected by rabies is as high as 70 per cent as most animals have not been given the mandatory three doses of anti-rabies vaccine.

As a result of this, the serum is only 30 per cent effective.

The team, which conducted the test on a sample of 30 dogs in the city, has concluded from this observation that either the dogs have not been vaccinated at all or have not been followed up after the first dose.
